Triple-I launches campaigns on legal system abuse
Insurance Information Institute (Triple-I) has rolled out awareness campaigns in Los Angeles and Cook County to highlight the economic consequences of legal system abuse.
The initiatives combine billboards, digital outdoor advertising, a dedicated microsite, and targeted social media outreach to encourage residents to support tort reform in their states.
The campaigns feature high-traffic highway billboards and digital displays at urban touchpoints such as bus stops, illustrating how so-called billboard attorneys drive up insurance premiums. A microsite, StopLegalSystemAbuse.org, and Facebook advertising direct consumers to contact their state lawmakers to advocate for reform.
Economic impact and reform focus
Sean Kevelighan, CEO, Triple-I: "As we continue to be inundated across the U.S. by the likes of billboard attorneys preying on vulnerable Americans and increasing insurance costs for everyone, now is the time for further action from California and Illinois lawmakers. We have seen positive results in states such as Florida that comprehensive legal reform works – leading to market stabilization, more competition and better pricing of insurance for consumers."

Both Los Angeles and Cook County appear on the American Tort Reform Foundation’s 2025-2026 Judicial Hellholes list, which identifies the top jurisdictions where legal system abuse is prevalent. Triple-I emphasizes that unchecked litigation drives up costs for auto, home, and business insurance, ultimately affecting the wider state economy.
Raising awareness across multiple channels
The campaigns integrate traditional and digital media to maximize reach. High-density billboard placements are complemented by digital outdoor panels, while social media encourages direct consumer engagement with legislators. The refreshed StopLegalSystemAbuse.org offers educational resources and insights on how residents can help advance tort reform.
