UK National Highways selects ELVIS as creativeaAgency

ELVIS has been appointed as the lead creative agency for National Highways, the government-owned organization responsible for operating, maintaining and improving England’s motorways and major A roads.

The agency was selected following a competitive pitch, taking over from FCB Inferno. The partnership marks ELVIS’ first major new business win since its re-launch in February 2026 and expands its portfolio of government clients, which includes the Royal Air Force, Royal Navy and Ministry of Justice.

Campaign focus on behaviour change

National Highways oversees 4,500 miles of motorways and major A roads across England. Its marketing campaigns are designed to promote long-term behaviour change to improve road safety and driver confidence, including initiatives such as the T.R.I.P. campaign, which encourages drivers to complete key safety checks before long journeys.

The first campaign under ELVIS’ direction will be Bikertek, targeting motorcyclists, and is scheduled to launch in early April.
