Serviceplan and Phrenos win EU Commission's communication framework

Serviceplan Group and Phrenos have secured the European Commission’s framework for 360-degree communication campaigns, a multi-year assignment managed by the Directorate-General for Communication. The contract, valued at up to 180 million euro over five years, will support efforts to bring EU priorities and achievements closer to citizens across Member States.

The partnership combines Serviceplan Group’s House of Communication model with Phrenos’ long-standing institutional expertise, creating a cross-border structure for integrated campaigns for the European Commission.

Integrated model to drive EU-wide collaboration

Through this collaboration, the two agencies will pool creative, media, strategic, and institutional capabilities. Serviceplan Group’s network, already active across major European markets, partners with Phrenos’ experience in multi-country EU communication, event management, and stakeholder engagement.

This agreement places Serviceplan Group among five networks regularly invited to compete for major campaigns within the Commission’s current competition system, alongside Havas, WPP, GOPA Com, and ICF Next.
