M+C Saatchi Group UK secures CCS framework roles
M+C Saatchi Group UK has been appointed to two lots of Crown Commercial Service’s Marketing and Communications framework, securing roles that position the agency group to support a wide range of UK public sector campaigns over the next four years.
The agency group has been awarded a place on Lot 4: Creative Strategy & Development, a four-year roster valued at £150m. The appointment followed a competitive tender process and forms part of Crown Commercial Service’s updated framework for marketing and communications services.
Framework scope and competition
Lot 4 focuses on creative strategy and development with an emphasis on digital, social and mobile-first delivery. The work is intended to support audience-focused brand and communications activity across public sector organisations.
M+C Saatchi Group UK was one of nine suppliers selected from 19 tenders. The number of appointed agencies has been reduced from 12 under the previous framework, reflecting a more concentrated roster. Delivery under Lot 4 will be led directly by M+C Saatchi Group UK, drawing on its internal strategic and creative teams.
Additional role on Lot 7
In addition to Lot 4, M+C Saatchi Group UK has also secured a place on Lot 7 of the framework, alongside two other agencies. Lot 7 covers integrated, end-to-end campaigns including media planning and buying, creative, production, partnerships, marketing and PR.
The Lot 7 engagement is valued at £50m over four years and will support central government departments and a broad range of public sector bodies, including local authorities, health services, emergency services, education and the devolved administrations.
Consortium delivery model
Under Lot 7, M+C Saatchi Group UK will lead delivery through a defined consortium of specialist partners. Goodstuff has been appointed as the lead media strategy, planning and buying partner.
Additional partners include Forum Communications for partnership marketing focused on social change, Multicultural Marketing Consultancy for targeted outreach into multicultural communities, and Golley Slater for Welsh communications. Family & Education will support engagement programmes across schools and nurseries, while Quiet Storm and Topham Guerin will provide creative support.
The Lot 7 contract commenced in December 2025, with Lot 4 beginning on 14 January 2026.
