Omnicom warns of ad frequency overload

A new report from Omnicom Media Group argues that traditional approaches to advertising frequency are increasingly ineffective in fragmented media environments, warning that overexposure is damaging both consumer experience and brand performance.

The study, Why Frequency Matters: Combating Negative Reach, highlights how repetition of ads across streaming, social and digital platforms can quickly lead to consumer fatigue. It introduces the concept of “negative reach” to describe the point at which repeated impressions shift from reinforcing messaging to actively harming brand perception.

Frequency pressure intensifies in fragmented media landscape

The research finds that while advertising effectiveness is often observed within two to seven exposures, there is no universal optimal frequency. Instead, performance varies depending on audience behaviour, campaign objectives and media context.

In a fragmented, privacy-first ecosystem, the risk isn’t just under-delivery – it’s over-delivery in the wrong places, at the wrong moments, to the same audiences.”

The report also notes that more than 60 percent of consumers report seeing the same advertisement multiple times in a single session on streaming and social platforms, with frustration increasing significantly after repeated exposure.

Consumer frustration drives demand for smarter delivery

Findings suggest that overexposure is particularly pronounced in connected TV environments, where repeated impressions within the same viewing session can quickly reduce engagement. More than half of surveyed consumers indicated they would pay to avoid repetitive ads during streaming sessions.

The analysis also shows that audiences are more tolerant of cross-platform exposure than repeated messaging within a single environment, underscoring the importance of diversification across channels rather than concentration in one space.

Call for adaptive frequency management

To address these challenges, the report highlights a new collaboration between Omnicom Media Group and major streaming platforms including Amazon, Disney, NBCUniversal, Paramount, Roku, Fox, AMC Networks and Samsung TV Plus.

The initiative, developed with VideoAmp, enhances Omnicom’s Video Content Cross-Screen Planner by integrating data from set-top boxes, automatic content recognition, programmatic bid streams and first-party audience signals. The system aims to optimise frequency distribution across linear and connected TV environments, reducing duplication and improving incremental reach.

The report encourages marketers to move away from fixed frequency caps and legacy benchmarks, advocating instead for more adaptive, data-driven models that respond to real-time media conditions.

The findings are based on proprietary consumer research in the United States, combined with campaign performance analysis and industry benchmarking across media channels.
