IPA highlights emerging UK agency businesses

AI and market shifts shape agency growth

The Institute of Practitioners in Advertising, IPA, has also introduced a new Ones to Watch category for 2026, recognising early-stage agencies showing potential through their approaches to culture, technology and business development. This year’s selection includes SearchIntel, Zebora and Noodl.

According to the IPA, this year’s list reflects ongoing changes across the agency sector, including restructuring, consolidation, economic pressures and shifting client expectations, alongside the impact of AI-driven transformation.

Paul Mead, Agency Chair and Board Member, IPA: “In many ways, IPA Beacon has become a snapshot of a sector in transition. What we continue to see is not the decline of agencies, but reinvention. The most exciting businesses are embracing technology while doubling down on the things that matter most: creativity, strategic thinking, community, culture, innovation, and human insight. Many are being built natively around the realities of an AI-enabled market. What connects them is optimism, adaptability and ambition.”

Agencies respond to market pressures

The IPA said this year’s cohort reflects agencies exploring different operating models, technologies and tools to differentiate themselves in a competitive market.

Ellen Hammett, Editor-in-Chief: “From trying new ways of working to developing new tools and technologies that carve a real point of difference, our 2026 cohort has recognised a need to do things differently and put the wheels in motion. But this year, something feels different. There is a greater sense of urgency.”

The organisation said the new Ones to Watch category was introduced to reflect that urgency and to recognise younger businesses already gaining attention for their approaches to people, culture, technology and growth.
