Havas wins European Commission comms framework contract
Havas has been selected under the European Commission’s framework contract for communication services, securing a mandate that will run for five years and cover assignments for the Commission and its main Directorates-General.
Under the framework, Havas will support communication missions for European institutions within EU Member States and internationally, strengthening its role in large-scale institutional and public affairs communication.
A European communications mandate
Havas is the only European communications group headquartered in France to be appointed to the framework. The selection builds on previous work carried out for the European Commission and aligns with the Group’s broader strategy to reinforce its position in strategic communication at a European level.
The contract enables Havas to deploy its agency network across the European Union, combining central coordination with local execution to address the varied national contexts in which European policies are communicated.
The work will be coordinated by Havas Paris, bringing together strategic, creative and media expertise from across the Group’s European agencies. The approach is designed to balance pan-European consistency with strong local knowledge, with the aim of improving understanding of European initiatives and their impact on citizens.

Integrated model for institutional communication
Havas will draw on its integrated operating model, which brings together advisory, creative and media capabilities within a single structure. The Group said this approach is intended to address the growing complexity faced by institutional and international organisations.
The H/Advisors network will support work related to reputation, influence and public diplomacy, working alongside local agency teams. Havas also highlighted its Converged.AI platform as a tool for aligning strategy, creativity and media planning within unified teams.

Communicating European public policies
Within the framework, Havas will contribute to communication around European public policies spanning employment, justice, health, defence, and economic and social transition, as well as initiatives related to fundamental rights, shared values and the rule of law.
The brief also reflects the challenges of a fragmented media environment and declining trust in institutions, with Havas positioning its role around clarity, factual communication and dialogue with citizens.
European footprint and international reach
Havas pointed to its European roots, with headquarters in Paris, a listing on the Amsterdam Stock Exchange and agencies embedded across the continent’s economic and institutional centres. The Group said this structure allows it to operate at European scale while remaining responsive to local audiences.
